Los Angeles, início dos anos 50. Max Hoover (Nick Nolte) é o chefe de um grupo de elite da polícia que tem toda a liberdade para combater gângsters. Ele se vê envolvido em uma intricada trama quando Allison Pond (Jennifer Connelly), sua ex-amante, é assassinada. Ela tinha um caso com chefe nacional da Comissão de Energia Nuclear e quando o policial tenta investigar recebe toda a pressão possível do governo e dos militares, com as investigações sendo dificultadas em nome da segurança nacional, pois um acontecimento muito grave não pode vir à tona.
