Com o apoio de Johnny Firpo, Amiral O’Connor declara guerra contra Parapolis, o Grego, líder de uma rede de jogos e apostas de Miami. O meio-irmão de Johnny, Charlie, é um ex-jogador que trabalhava para Parapolis e é agora um motorista de caminhão. Ele não pretende retornar ao submundo do jogo, mas Johnny o convence inventando que aquela é a única maneira de pagar uma operação para seu pai, que está ficando cego. Juntos eles vão lutar contra toda gangue de Parapolis para depois enfrentar um problema ainda maior: O que fazer com os milhões que conseguiram ganhar?
