Doug, um ex-presidiário, dá carona a Rosco, um viajante cuca-fresca. Parados pela polícia e confundidos com dois ladrões, eles conseguem fugir e embarcar num vôo sob o nome de dois passageiros atrasados: Steinberg e Manson. Porém, eles não sabiam que Steinberg e Manson, são dois agentes do governo americano viajando em uma missão especial. Dentro do avião, um homem lhes entrega uma maleta com documentos e um milhão de dólares. Chegando aos EUA, eles são recebidos pelo alto escalão da CIA, que lhes confere uma missão ultra-secreta. Sem conseguir escapar da perigosa missão, Doug e Rosco, terão de salvar o planeta em um piscar de olhos.
