Se há alguém que personifica o estado atual da vida na Croácia, é o detetive de polícia Ivan Perić. Filho de um pescador, ele se tornou investigador como forma de evitar trabalhar na única indústria verdadeira da Croácia moderna — o turismo. Ironicamente, sua vida é consumida pela tentativa de resolver uma série de assassinatos essencialmente insolúveis dos turistas. Porém, como esses viajantes são absolutamente desprezados, ninguém ajuda Ivan. As evidências desapareceram nos labirintos da burocracia. Ele sofre humilhações em público e on-line. Na imprensa local, seu chefe o rotula de "uhljeb," o insulto croata para um parasita burocrata e preguiçoso. Para piorar a situação, o superior de Ivan explora o fracasso do agente em solucionar os casos como um meio para concorrer ao parlamento com um discurso anti-uhljeb. Tudo isso acontece na cidade de Split, nas ruínas da Iugoslávia.
