Harry Black, um maquinista que assume a liderança do sindicato durante uma greve, acaba se tornando o homem mais importante da cidade. Apesar disso, alguma coisa o perturba. Rejeita sua mulher e vê-se envolvido com Gerogette, um jovem transexual apaixonado pelo musculosos Vinnie, e mergulha num obssessivo romance com Regina, um travesti local. Enquanto Harry afunda em seus problemas, outras personagens circulam pelas ruas do bairro às voltas com seus próprios dramas, como a atraente prostituta Tralala, apaixonada por um marinheiro que está de partida, e o gentil Tommy, agredido por seu futuro sogro Big Joe por ter engravidado a filha deste, Donna. Tudo acaba chegando a uma trágica conclusão quando a greve dos maquinistas transforma-se num confornto violento.
