Os Dezalg retornaram com uma nova e horrível arma e a liberaram nas defesas da Megazone 23. Acreditando que sua salvação também está em novas armas, B.D. está novamente decidido a quebrar o nível de proteção final da EVE. O controle total da Megazone 23 significaria desenvolvimento irrestrito de armas. Shogo, enquanto isso, tentou retornar a uma vida "normal"; Saindo com sua gangue de motoqueiros, "Trash" e sua namorada, Yui. Mas suas convicções sobre as políticas do governo sombra da Megazone não mudaram e quando EVE pede sua ajuda, ele descobre onde a moto Garland estava escondida. É hora do confronto para Shogo e B.D., Trash e os militares, bem como Dezalg e Megazone. No entanto, o segredo final de EVE, A.D.A.M., pode significar que ninguém sobreviverá.
