Michael Curtiz realiza aqui uma produção épica e dramática, contando a história de um tumultuado romance entre a Rainha Elizabeth I (Bette Davis) e Robert Devereux (Errol Flynn), conde de Essex - interior da Inglaterra. Vitorioso na batalha contra a Espanha, o jovem Devereux torna-se popular e atrai a atenção da rainha. Após outra vitória do herói, agora contra a Irlanda, Devereux retorna ao país e exige compartilhar o trono real com Elizabeth. Que de início cogita um casamento, mas percebe que aquilo pode ser um desastre para a Inglaterra. Assim Elizabeth arma um plano para preservar o trono e proteger seu povo do homem que poderia ter sido rei.
