Falta apenas um mês para o capitão Bill Peterson (Martin Sheen) se aposentar. Mas um agente infiltrado foi morto quando investigava uma grande negociação entre traficantes envolvendo milhões de dólares. Bill quer prender os criminosos antes que eles coloquem a droga nas ruas. A operação é sigilosa e nem mesmo Jake (Charlie Sheen), filho de Bill e também policial, sabe o que está acontecendo. Só que gente muito influente está envolvida. A situação fica fora de controle e pai e filho lutam por suas vidas. E também pela de Rebecca (Meredith Salenger), esposa de Jake, seqüestrada pelos bandidos.
