Após a aplicação de uma nova lei de Proteção da Juventude, os menores de idade estão proibidos de circular nas ruas à noite e o uso da Internet é regulada pelo governo. No entanto, os jovens continuam a lutar por sua liberdade através de métodos clandestinos. Um grupo chamado Sirrut, declarou guerra à Fumito Nanahara, um homem que possui grande influência política e econômica. Então, o grupo se utiliza da melhor arma que possuem: a Internet. E enquanto procura por mais informações sobre o inimigo, eles se deparam com uma série de lendas urbanas referentes à existência da "Torre", uma organização secreta, onde aparentemente Fumito faz parte. Os boatos que correm são sobre a realização de experiências envolvendo seres humanos. Determinados a expor a verdade ao público, os membros do Sirrut começam a investigar.
