Antônio (Helber Rangel) e Isabel (Bete Mendes) são um casal que, misteriosamente, fazem chover cada vez que se encontram. Um reporter inescrupuloso percebe isso e os dois apaixonados vão parar na televisão, apresentados como Bete e Tom, os amantes da chuva, tornando-se celebridades instantâneas. Porém, a vida de comerciais e contratos prejudica o relacionamento, e, consequentemente, o tempo na cidade de São Paulo. Quando uma chuva ininterrupta provoca uma série de alagamentos, as pessoas passam a culpar os amantes pelos problemas.
