Liberty Wallace (Linda Fiorentino) é uma mulher bela e poderosa, que é também casada com um grande fabricante de armas, Victor (Oliver Platt). Tanto ela quanto o marido são dois importantes negociantes do mercado bélico internacional, mas sua vida muda quando o celular toca e lhe são passadas instruções que, se não forem obedecidas, uma bomba que está em uma carrocinha de cachorro-quente será detonada, matando várias pessoas. Um ex-agente da C.I.A., Joe (Wesley Snipes), está por trás disso. Apontando um rifle de alta precisão para ela, Joe a faz se algemar na carrocinha, mas se o celular for desligado ou acabar a bateria a bomba explodirá. O motivo disto é que Joe quer se vingar da morte da filha, causada por uma das melhores armas negociadas por Liberty.
