Dois coronéis rivais, Piragibe (Zé Trindade) e Lula (Colé), disputam as eleições para prefeito de Riacho Seco. Ambos marcam com o padre local, Pedro (Costinha), uma procissão para pedir chuvas, a melhor forma de obter votos na calorenta e seca cidade. No meio da acirrada eleição, a prostituta Zefa (Sonia Mamede) descobre uma misteriosa trama envolvendo ambos os coronéis, o que colocará Riacho Seco em polvorosa. Comédia brasileira baseada na peça 'Zefa Entre os Homens', de Henrique Pongetti.
