Paulo Otávio é um malandro carioca que mantém uma estação de rádio clandestina, que utiliza para contar as histórias do cotidiano da cidade. Para isso, conta apenas com a ajuda de sua repórter de rua, Calói Volante. As graças e as desgraças da cidade incluem os assaltos do Zatopek do Crime, um homem que rouba enquanto pratica cooper. Os impasses se repetem e são trágicos e cômicos ao mesmo tempo.
