David Kellum chega na cidade para estudar veterinária, mas logo descobre ser um scanner. Depois de usar seus poderes para explodir o telhado de uma loja de conveniência roubada, ele é recrutado pelo comandante de polícia Wayne Forrester que começa a usar os poderes de David para fazer o prefeito indicá-lo como Chefe de Polícia. Mas quando David descobre que o plano de Forrester é na verdade a criação de uma polícia estatal comandada por scanners, ele foge. Perseguido por Forrester, pela polícia e pelo seu scanner favorito, o louco Peter Drak, David parte em busca de seu passado. Ele conecta-se com sua irmã Alice e juntos tentam parar Forrester e o sinistro instituto neurológico onde ele está.
