Em Brasília, durante a inauguração da capital, Gilda, cantora e bailarina, perseguida pelo milionário Bebê Pinho Otávio, consegue fugir do pretendente com a ajuda de outro cantor, Emanuel Davis Júnior, que a leva para uma boate de candangos onde atuam Tonico e Odete. Os primeiros pares se formam no local com Emanuel enamorado de Odete e Tonico de Gilda. Zequinha, interessado em Gilda, puxa briga com Tonico. A briga termina na delegacia. Com a intervenção de Emanuel, o delegado faz com que ele cumpra a promessa de levar Odete para o Rio de Janeiro, mas Tonico embarca de clandestino no vôo aumentando a confusão.
