Reflexão sobre a atuação do Esquadrão da Morte e do Delegado Sérgio Fleury, chefe do DOPS, em São Paulo. Filmado clandestinamente, o documentário nunca foi exibido por representar risco de vida para seu elenco e equipe. Na época, seus negativos foram transferidos para Cuba. Em 2006, o diretor Sérgio Muniz digitalizou o filme. Com uma narrativa atual, o documentário utiliza-se de diversos materiais em sua construção – recortes de jornais e revistas, imagens captadas diretamente da televisão, transcrição de depoimentos de pessoas torturadas e fragmentos das obras de teatro "A Resistível Ascensão de Arturo Ui" (Bertold Brecht) e "O Interrogatório" (Peter Weiss).
