Nas profundezas das ilhas Marianas, um acidente resulta em um tsunami devastador que destrói as ilhas havaianas enquanto segue em direção à costa oeste. O pânico segue em toda a costa oeste da América do Sul e do Norte. Na tentativa de diminuir seu impacto, os cientistas lançam uma explosão subaquática que inadvertidamente torna o tsunami mais poderoso e focado em Los Angeles. Os cientistas correm para uma solução enquanto os militares começam a planejar o pior. Los Angeles começa a evacuação de emergência. Vidas e amores são perdidos até mesmo quando um jovem estudante de pós-graduação ousado surge com uma solução: iniciar a matriz de todos os terremotos para conter a torrente violenta e elevar a plataforma continental na costa dos Estados Unidos.
