Nos anos 1930, dominada pelo Japão, a Coréia possui grupos de resistência. Yeom Seok-jin é o capitão de um desses grupos, que planeja assassinar o governador Kang In Guk, apoiador dos japoneses. Para isso, Yeom seleciona o sniper de elite An Ok-yun, que estava aguardando uma sentença de morte em Xangai, mas foi libertado.
