Surge numa cidade do interior, provocando desconfiança e inquietação. Quatro rapazes tentam detê-lo e são dominados, o diretor do teatro local enlouquece, os homens de negócio começam a fracassar, as lojas fecham as portas. Tudo se modifica com sua presença, que desperta inclusive o amor da moça de minissaia. Três representantes do povo tentam dialogar com o Anunciador, mas este se mantém inflexível e adverte a todos que o pior há de vir. As pessoas parecem dominadas por força sobrenatural: a moça loura, o homem pobre, o pensador, o casal de amantes, o homem de negro. O povo se aproveita do amor da moça de mini-saia para lançá-la contra o Anunciador. É a última esperança.
