Assim que o prefeito Bernardo Graça retorna para casa, na cidade de Castelo, interior do Espírito Santo, após uma longa viagem para fora do país, ele descobre que sua noiva, Neusa, foi brutal e misteriosamente assassinada. O prefeito começa a investigar o crime por conta própria, já que tanta a polícia quanto a comunidade local não dão atenção à morte da mulher por não gostarem dela e de seus hábitos liberais.
