Hiroshi Fujioka mais uma vez reprisa seu papel como Takeshi Hongo, o primeiro Kamen Rider, que recebe um upgrade no novo filme. Aclamado como o líder dos Kamen Riders, ele tem lutado contra o mal por 45 anos. Nessa nova aventura, ele protege a neta do seu antigo mentor Mayu. O que é surpreendente sobre o novo filme é que Ichigo vai lutar tanto contra a Shocker quanto a Nova Shocker, duas organizações do mal com objetivos diferentes. A Shocker é liderada pelo "Embaixador Inferno" e seu objetivo é dominar o mundo. A Nova Shocker por outro lado, é composta por antigos monstros da Shocker, tais como Igura, Urga e Buffalo e seu objetivo é controlar a economia do mundo.
