Era uma vez uma velha que descobre um bebê em seu canteiro de repolhos. Ela acolhe a criança e, quando ela morre, o menino, Totó, vai para um orfanato. Totó deixa o orfanato um jovem feliz, e procura por trabalho em Milão da pós-guerra. Ele acaba com os sem-teto e os organiza para construir uma favela em um terreno baldio. Os invasores descobrem petróleo na terra e Totó tem uma visão da antiga mulher que lhe dá uma pomba mágica que irá conceder-lhe qualquer coisa que ele quiser.
