Na primavera de 1987, o único desejo do exemplar detetive Kang Sung-jin era ter uma casa maior para viver tranquilamente ao lado da esposa e do filho. Certo dia, ele captura um suspeito de ser o primeiro serial killer da Coreia do Sul. O chefe de segurança nacional, Choi Gyu-nam, escolhe Sung-jin para conduzir as investigações, mas logo o detetive é alertado por um jornalista que há fortes indícios de se tratar de uma armação, e que sua indicação foi apenas para dar credibilidade à operação e permitir que as intenções obscuras de Gyu-nam prosperem. Entretanto, a vida do filho de Sung-jin depende de uma cara cirurgia e ele não vê alternativa a não ser continuar a investigação.
