O padre Hugh O'Flaherty (Gregory Peck) tomou para si uma missão corajosa e perigosa: ajudar a esconder refugiados durante a Segunda Guerra Mundial. Ele monta uma verdadeira rede de colaboradores em Roma, para evitar que as tropas alemãs prendam e matem ainda mais pessoas. Porém, quando o chefe da polícia nazista, coronel Kappler (Christopher Plummer), descobre, passa a perseguir o clérigo. Além disso, O'Flaherty tem de lidar com a indiferença do Papa Pio XII, que insiste numa suposta "neutralidade" da Igreja.
