A Força Aérea Brasileira passa a ter autorização para perseguir, atirar e, se for preciso, abater aeronaves que entrem no espaço aéreo brasileiro sem autorização. Esta atitude prejudica os negócios de diversos traficantes de drogas, em especial Hector Gasca, que pretende atacar o quartel general do SIVAM, o sistema de vigilância da Amazônia. O agente Marcos Rocha é um dos responsável pelo combate aos narcotraficantes. Ele está apaixonado por Fernanda, que nada sabe sobre seu trabalho, e está sob as ordens da dra. Glória, diretora da Agência Brasileira de Inteligência. Com o apoio do presidente Ernesto Dantas, Marcos e Gloria precisam combater Gasca quando ele decide explodir uma bomba em pleno território brasileiro.
