Odorico Paraguaçu (Marco Nanini) é o oportunista prefeito da cidade fictícia de Sucupira. Após se eleger com a promessa de construir um cemitério municipal, precisa tomar providências questionáveis para finalizar a obra. O maior problema é que ninguém morre para que ele possa inaugurar o cemitério, e assim acalmar o povo. Odorico enfrenta a oposição de Vladimir (Tonico Pereira), dono do jornal local, e do repórter Neco Pedreira (Caio Blat), que é apaixonado por sua filha, Violeta (Maria Flor). Os aliados do prefeito são seu fiel assessor Dirceu Borboleta (Matheus Nachtergaele) e as irmãs Cajazeiras, três solteironas com quem ele mantém relacionamentos amorosos secretos.
