Um asteroide gigante muda a órbita da Terra ao atinger sua atmosfera, causando um desastre catastrófico. Agora, o Planeta Água está mais próximo do sol e as condições de vida vão diminuir drasticamente. As temperaturas aumentam. Água e luz tornam-se bens tão preciosos que as pessoas vão matar por eles. Tom Brackett, um policial de Los Angeles, tenta manter a ordem, mas qualquer tentativa pode ser uma perda de tempo enquanto a sociedade mergulha numa completa e cruel anarquia.
