No tempo da dinastia havia um sistema de espionagem criado pelos imperadores cuja tarefa era acabar com rebeliões, matar os traidores e defender a justiça. Zhao Bufu (Leung Kar-Yan), era um dos influentes agentes do serviço secreto da corte imperial que acreditava na justiça, mas devido à própria incompetência do imperador Ying Zhong, o Eunuco Wang Zhen (Tony Liu) assume o poder através do decreto imperial e começa a provocar todo tipo de desmandos ordenando a morte de diversos oficiais inocentes. Isso fará Zhao Bufu se rebelar com todas essas injustiças praticadas e não cumprir as ordens imperiais para matar, com isso, ele é considerado traidor pela corte, e terá que lutar com toda a guarda e seu próprio Clã para salvar sua vida e a própria família.
