Quatro garotos de cidades pequenas são sequestrados por James Whitley, um psicopata de olhos quentes. Sua busca grotesca para reunir crianças órfãs com seus pais biológicos falecidos é interrompida quando os meninos escapam e ele é preso. Quinze anos depois, Whitley foge durante um incêndio na prisão e decide cumprir sua missão. O detetive Larson, que já foi vítima de Whitley, é removido do caso devido à imparcialidade, deixando seu parceiro e amante, o detetive Shotwell, para resolver o caso. Alimentado pela raiva e uma chance de redenção, o detetive Larson persegue o psicopata firme por conta própria apenas para cair de volta na mesma armadilha que ele escapou quando criança.
