Conor Gallagher (Bill Pullman), um ex-piloto da Marinha condecorado com a Medalha de Honra do Congresso, caiu em desgraça depois que agrediu um oficial graduado e foi expulso do serviço militar. Encontrou trabalho na Polícia Federal escoltando prisioneiros através dos EUA. Ao mesmo tempo, uma juíza federal, Faith Mattis (Lena Olin), está prestes a julgar maus elementos do Exército e, na tentativa de preservar sua vida, Gallagher é designado para protegê-la. Porém, a divergência de ideias e o fato de Gallagher já ter servido às Forças Armadas americanas fazem com que os dois passem a brigar imediatamente. Mesmo assim, ele consegue salvar a vida da juíza em um atentado e a relação dos dois começa a se modificar. Quando Faith e Gallagher investigam mais profundamente, eles são lançados numa teia de conspiração, traição e assassinato, envolvendo forças muito mais poderosas do que eles podiam imaginar.
