Após a passagem do furacão Katrina, Nova Orleans se tornou sombria e sem lei. Sitiado na cidade, o detetive Sean Riley luta para se conformar com a morte de seu filho e a separação de sua esposa. Prestes a ser suspenso de seu departamento por brutalidade policial, ele é apresentado a seu novo parceiro: o jovem detetive Will Ganz. Os dois começam a investigar uma série de assassinatos brutais que assolou a cidade e evoluiu para uma guerra de gangues. Logo, eles percebem que há fatos muito mais sinistros e inimagináveis ocorrendo.
