Durante as manifestações pedindo a volta do voto direto no Brasil, em 1984, um jornalista entrevista pessoas envolvidas com os acontecimentos políticos e tem um caso com um político. A ação é conduzida por três personagens principais: uma repórter petista de 20 anos, que tem o dilema de aceitar ou não o Colégio Eleitoral, após a constatação da impossibilidade das eleições diretas; um cineasta independente de 30 anos, que tenta criar a filha como pai solteiro e, ao mesmo tempo, fazer um filme sobre o Brasil; e um industrial poderoso de 50 anos, aparentemente liberal e progressista. Os três acabam envolvidos entre si de alguma forma, numa mistura de ficção e realidade, reportando-nos a um importante período da vida política brasileira.
