Durante a década de 1970, em Kunchon, havia mulheres mergulhadoras que conseguiam mergulhar sem equipamento, incluindo duas melhores amigas, Choon-ja e Jin-sook, irmão de Jin-sook e Hammer. Elas sempre coletavam frutos do mar debaixo d'água para viver. Mas, à medida que menos fábricas começaram a ser construídas perto da praia, as mulheres mergulhadoras começaram a ter problemas com o que estavam fazendo para viver. Sem escolha, as tripulações dos navios decidiram se juntar ao negócio de contrabando na água para buscar uma maneira de sobreviver. Mas o negócio de contrabando em sua vila ficou grande demais para a família de Jin-sook lidar e a pacífica vila foi gradualmente quebrada.
