Na década de 1970, Li Ah Chai era um poderoso chefão do crime de Hong Kong, cujos tenentes eram dois irmãos órfãos, Tang Kat Yung e Lam Ting Kwok. Quando ele nomeia Kwok como seu herdeiro, o cruel e sádico Yung fica com ciúmes. O resultado: durante a década de 1980, Kwok se retira para Malaca para criar uma família, Yung constrói seu poder e Chai gradualmente perde seu círculo, um de cada vez, para suborno e assassinato. Tudo o que Chai quer é viver em paz com sua esposa e filho, mas o desejo de vingança de Yung supera a razão. Chai tenta recuar para Malaca; Yung o segue até lá, com resultados trágicos. Depois, Chai liga para seu antigo inimigo no departamento de polícia de Hong Kong, o Superintendente Chang, para avisá-lo de que ele vai tentar um último ataque à fortaleza de Yung.
