O CEO da ZAIA Enterprise, Leon Arkland, sequestrou Jin do Metsuboujinrai.net. Um grande número de modelos de soldados Huma Gears "Vendidos" foram vistos por Naki e Ikazuchi enquanto resgatavam Jin. A intenção de Leon Arkland era produzir "Vendidos" em massa e vendê-los como armas em todo o mundo. Jin fica indignado com o fato de que Humagears está prestes a ser usado como arma, e diz aos outros membros do Metsuboujinrai.net que ele quer libertar os "Vendidos". Quatro pessoas que se transformam em Kamen Riders lutarão para liberar os "Vendidos". No entanto, algo inesperado aconteceu... O que aconteceu com Jin, enquanto ele foi capturado por Leon? De acordo com o plano de Leon, o ser que representa a "maior ameaça" para a humanidade está prestes a nascer de forma surpreendente...
