John Henry Irons desenvolveu para o governo americano um sofisticado armamento que é capaz de neutralizar o inimigo sem matá-lo. Mas um acidente na ocasião em que a arma foi testada deixa paralítica sua colega Sparks, uma especialista em eletrônica. Desiludido com o que aconteceu, Irons abandona a carreira militar para levar uma vida tranquila em Los Angeles. Mas é surpreendido ao descobrir que sua criação foi parar nas mãos de perigosos bandidos e gangues. Irons, então, decide detê-los. Com a ajuda de Sparks e dos talentos de seu tio Joe, ele se transforma em Steel, o herói de aço que vai varrer o crime das ruas.
