Hoover foi ao mesmo tempo temido e admirado, odiado e reverenciado; ficou conhecido por causa de seus critérios sempre discutíveis para perseguir ativistas políticos, congressistas e líderes do movimento negro, e ainda impôs seus métodos ilegais para criar arquivos secretos de líderes adversários.
