Uma cidade é habitada por vários clãs de gangsters que administram vários negócios nos mercados negros. Cada clã quer ser o governante absoluto, mas sob o reinado de Big Boss, que cobra tarifas criminosas do tema, o equilíbrio entre eles é mantido não muito diferente da equidade entre os sem lei e os legais. Tee, Kid, Tuek e Sim, uma gangue de viciados em jogos de computador, tornaram-se servos de Big Boss. Quando Big Boss morreu abruptamente, Tee está prestes a informar sua equipe, mas hesita e decide esconder o fato dos demais. Para que ele possa jogar outro jogo com seus colegas e satisfazer o último desejo de Big Boss.
