Um país não é construído apenas com indústrias, estradas e planos econômicos. Constrói-se um país também com imagens. O artista plástico Rubens Gerchman (1942-2008) captou essa necessidade ao produzir cenas urbanas e do cotidiano que fazem da precariedade brasileira um valor. Abrangendo o período de 1963 a 1978, o documentário retrata o fazer artístico e a atuação política de uma geração que soube criar imagens de um Brasil que deixava de ser predominantemente rural e passava pelos anos mais duros de sua vida política.
