Em meados do terceiro milênio, em razão do derretimento das calotas polares, a Terra se tornou um lugar sem terra sólida e a população vive em barcos ou em ilhas artificiais. Neste contexto, um ser anfíbio (Kevin Costner) vive comercializando tudo que é possível, inclusive terra pura e, após ser preso injustamente, é libertado por uma comerciante (Jeanne Tripplehorn) que exige que ele a leve embora e junto com eles uma garota (Tina Majorino), que tem nas costas o mapa para se chegar a Terraseca, o único local com terra firme. Mas o chefe (Dennis Hopper) de uma gangue resolve persegui-los, pois também deseja encontrar este local.
