Haven é um paraíso fiscal, para onde foge Carl Ridley (Bill Paxton) e sua filha Pippa (Agnes Bruckner). Carl é procurado pela polícia, que diz que ele está com uma alta quantia, o que o faz tentar entrar em contato com seu advogado, sr. Allen (Stephan Dillane). Enquanto isso Pippa flerta com Fritz (Victor Rasuk), um bandido local que deve muito dinheiro a Richie Rich (Razaaq Adoti), o traficante da ilha. Paralelamente o pescador Shy (Orlando Bloom) está apaixonado por Andrea (Zoe Saldana). Ela é irmã de Hammer (Anthony Mackie), um perigoso marginal que deseja controlar o tráfico de drogas local. Quando Fritz conta a Richie que Carl está com muito dinheiro escondido, ele deseja tomar para si esta quantia.
